For instance, in Aiken County, the tax estimator tool requires selecting the appropriate assessment ratio—4% for homeowner-occupied or 6% for commercial and non-occupied/rental property—to calculate property taxes accurately. 

A realtor reported that one of her clients experienced a $300 increase in their monthly mortgage payment by not completing the necessary form to apply for the 4% tax reduction for primary residences. 

Millage Rate and Limitations:

The millage rate determines how much tax you pay for each dollar of your property's assessed value. Local governments set this rate based on their budget needs. For the fiscal year 2024, the increase in the millage rate is limited by the rise in the average of the 12 monthly consumer price indices (CPI) and the percentage increase in the county's population. The CPI for FY2024 is 8.00%.

South Carolina law limits millage rate increases for general operating purposes to the combined growth in the Consumer Price Index (CPI) and population. If either CPI or population growth is negative, it is treated as zero. Additionally, unused increases from the previous three years can be carried forward and added to the current year's limit.

South Carolina law mandates a reassessment of real property every five years to reflect changes in market value. This process aims to update and equalize property valuations across counties.

Certain areas, such as Greenville-Anderson, are predicted to see significant growth due to strong net migration and affordable housing options.

Impact of Inflation: 

Inflation may impact property values and potentially lead to higher property tax assessments.

Gradual Increase in Home Prices: 

In 2025, the housing market in SC, including cities like Charleston, is projected to see moderate price increases and a gradual rise in housing inventory. This increase could lead to higher property assessments and, subsequently, higher property taxes for homeowners.
